Energy consumption from homes has decreased, which is "encouraging", but the government needs to do more, according to a new report.
The Commons Public Accounts committee noted that between 2004 and 2007 energy consumption in the home dropped, but that the UK still lagged behind other European Countries.
It also said that the government was depending too much on agents outside its own direct control for delivering the promise of greater energy efficiency.
According to the report 80 per cent of the efficiency savings were down to Building Regulations and obligations on suppliers "whose achievement is outside the departments' direct control".
The publication also said that there was "a confusingly wide range of advice on energy efficiency" and that it should be simplified.
