Could a government investment initiative kick start low-carbon industry and make green business energy profitable in the future?
As Anthony Hilton of the Evening Standard put it, just as some people may have been losing the will to live in what is always a deep and detailed document, the announcement that a Green Investment Bank was a major step forward for eco-friendly industry in the UK.
Its job will be to provide equity for low-carbon transport and green business energy schemes such as road building, green transport and sustainable energy projects could lead to more jobs as well as fewer emissions.
What might make this initiative better is the role that the central government is playing in nurturing this industry into a profitable sector for years to come.
Paul Skinner, a former Shell executive and current chairman of the Treasury's Infrastructure UK, agrees with Mr Hilton's assessment of why it should not be left to private investors to lead the way.
He said the bank can be effective by reducing the "risk-profile" for
green energy businesses and suggested that sufficient funding already exists in the private sector with £30 billion being spent by firms on infrastructure.
Ben Caldecott of Climate Change Capital believes this development "could help get projects off the drawing board", but urged patience as the government is still in the process of selling assets such as the Channel Tunnel rail link to raise funds.
Friends of the Earth executive director Andy Atkins hailed the announcement as "fantastic news" and said it could help to create a "safe, clean and prosperous future" by funding major developments such as offshore wind projects or slashing emissions.
"[It will] increase our energy security and create thousands of new jobs. We must do much more to build a low-carbon economy - but today's announcement (March 24th) is a massive stride in the right direction," he added.
Mr Atkins may be correct in saying that there is a long road ahead for everyone, but a new investment mechanism for green energy infrastructure must surely be a good start?
