Regulations require that UK house builders and property developers move towards lower energy use and carbon emissions. By 2016, all new homes and schools must be zero carbon. Public buildings must follow in 2018 and by 2019, all commercial buildings must achieve an agreed definition of zero carbon.
The Code for Sustainable Homes and Buildings, the Merton Rule and Energy Performance Certificates are all adding to the complexity of construction projects. Planned changes to building regulations as soon as 2010 may now make aspirational targets mandatory.
